I came across an issue where my neighbor whose tech level is inferior sitting on a deposit of living metals and zro.

But those territories are far and seems like the AI does not have tech to mine the deposits.

I am playing tall and have no desire to expand any wider. Nor do I want to own those faraway systems.

Conquering that neighbor or setting them as a vassal seem impossible in a single war, as they are quite large with several others in federation. Even if they became my vassal, I probably wouldn't get the zro.

There should be a casus belli to take mining rights in enemy systems. Victors would take the mines in chosen systems and also build new stations there. But will not take their starbase / system and any colonies there, hence admin would not increase. This casus belli would be nice addition for powerful tall gameplay.

Only way for the defeated to revert this would be waging another war under mining rights revokation war. Or requesting revokation via diplomacy.

But first, this should be available in diplomacy trade. Just like demanding vassal gives vassal / tribute casus belli, demanding mining rights from chosen systems via trade should give the casus belli for those chosen systems, should the other party reject it. It would be like transferring systems except it's not.

Mining rights and revokation casus belli wouldn't cost as much score to enforce war goal, unlike the territorial wars, and would seem more like skirmish than a long war. But requirements to enforce the war goal would increase depending on how many systems are desired, and how much resource that system has, as well as unique deposits increasing the value further.

Since mining rights would be available through diplomacy, highly loyal vassals should gladly accept overlord's demand.

There should be a casus belli to take mining rights in enemy systems. Victors would take the mines in chosen systems and also build new stations there. But will not take their starbase / system and any colonies there, hence admin would not increase.
Why should the current owner keep that system, if all it does for them is increase their admin usage? They could delete the starbase, denying you your Zro anyway (unless the system is on a border).
Conversely, if the system doesn't increase the victor's admin usage, this is prone to abuse - let others colonize pure resource-systems and then force mining rights on the juicy ones.

That said, the idea is nice, even if just to utilize the rare resources.

Wat. Absolutely not. This would break the game. Why would anyone conquer 90% of systems when they could get all the benefits with noneofthe drawbacks. Why would anyone keep the system whilst not getting any of the benefits and all of the penalties. How does this make any sense.

Why should there be 10 years truce when you can just attack your enemy next day after war ends?
They could delete the starbase, denying you your Zro anyway (unless the system is on a border).
I'm sure the engine have tools to prevent such behavior.

e: That said, I agree it would be borderline broken. Maybe instead a CB to demand a tribute in rare resources for some time?
