I think it kind of does for most ethos. Especially spiritualists and xenophobes would value their homogenous or traditional roots more and "make" it their capital regardless of other places being more ideal I think.

I would think that it is possible to shift your capital world to a larger, "better" planet. While your homeworld will always be the homeworld, it doesn't make sense for it to remain the capital once your empire spans the stars.

I thought you could do this.
