Honestly as the Soviets I end up ignoring air force entirely and simply going with Anti-Air on all my divisions. Then you can pierce their tanks too (usually). Let the Allies fight the German air force. What I do have just goes on interception duty to wear down their CAS along with the anti-air.

As a followup to my comment I posted a month ago, I've found the best way to win the air war as Soviets against Germany, or Poland against Germany using fighters is simple. Lower plane production in the early years, then rapidly expand production once you get the 1940 models.

As Soviets just as war is declared by Germany, I usually have 25 or 30 mills on planes. Once i go to total mob, I pretty much put all my new mills on planes until 50 or 60 of them and I easily annihilate the entire Axis airforce within a year. Those 1936 fighters are crap, their job is to stall until I can get 1940 fighters, and produce enough numbers that I maintain a positive ratio of my plane losses to theirs.

Worked for me as Poland-Romania against Soviets as well. I intially wasn't going to bother with an airforce in my 1st game, but the 2nd one I did. Used my airforce sparingly in the first year or 2, mostly protecting factories until I finally had enough factories on maxed air attack 1940 fighters and wiped their airforce.

Let's not forget to build up some AA from beginning of the game. Even one factory will have a snowballing impact by the time war is declared. As France I'll always have a weaker army by 1939 with less air force, but the AA in my divisions helps to make up with it.

Eh AA for ground units is useful if you want to kill all their CAS or Tacticals, but it wont touch their fighters.

Yeah but if you just set a bunch of fighters to "intercept" mode you will destory all their CAS and Tacticals you dont have to go out and build tech 1 aa ahead of time. Tech 2 aa is def worth building but tech 1 stuff is bad.

Tech 1 AA is great in cost, especially when you don't need to change production or use as support AA in mass small width division. AA effective is about Air attack per width. For attacking divisions, we need increase line AA like SPAA or MOT AA.

Even small AA amount is good to prevent extra bomb damage, so it is good to use tech 1 AA in regular infantry and save IC for other things. Line AA also good for specialized AT infantry.
