You normally only need to take one state from Austria: Lombardy. At the time though I was messing about with the ITA decision file and 2 SICs triggered one of my test decisions granting all the "Greater Italy" cores to ITA. Wasn't expecting another Italian GP, so I had to fight a massive war and take everything rather than fight a fairly small border war.
