Give the Ming a mechanic other than westernization just like the Aztecs, Inca, Maya, etc. have their own path to modernize. A mechanic that removes the 50% autonomy and changes their government type to Kingdom Under Heaven or something. The New Government type would be 10% tech cost and nothing else. It would basically remove the 50% autonomy and the -33% forcelimits but keep their historically good tech.

Give them a series of reforms to do or objectives to do and have it include civil wars, religious reforms. Maybe a rebellion from all 3 factions one at a time to do 3 civil wars. Ming have such cool potential for an alternate history. A history where instead of adopting western models they just continued on their own very advanced ideas and fixed their problems. Ming should be able to not westernized, stay Chinese, and remove their handicaps something to keep all their flavor. Make it so the new reform system keeps the factions, keeps them as Chinese tech and Units, but removes the autonomy and 33% forcelimit problem and make it hard to do. Make it so they have to restore the great wall, conquer X amount of land, fight civil wars, objectives that reward them for conquering say Modern China's land then getting hit by lots and lots of problems internally like Poland does so that they cannot really expand much but are forced to play a vertical building consolidation game.

Good suggestion, but any Chinese tech country "within" China Proper should be able to reform. From history, there were many examples of reformed Chinese states that became technologically superior to its neighbors. A good example would the Warring States Era of China. An explanation my version below:

This is to join as Chinese tech nation outside of China Proper.
Nation requirements to be eligible to reform as Chinese tech.:
  • Must be Chinese Tech
  • Own 5 provinces within China Proper
Penalties:
  • Lose 10 legitimacy
  • Lose 20 prestige
Result:
  • Access to Chinese Reforms
  • Gain 100 thought

If you are already a Chinese state no matter how small, then you already have access to Chinese reforms.
I am not going to name these reforms. These reforms are NOT in order. These numbers are biased and definitely not set in stone.
Chinese Reforms:
  • Naval: 20% lower navy Maintenance
  • Army: 15% lower army Maintenance
  • Military: 33% higher Navy + Army force limit
  • Intellectual: 0.5 higher tactics + 5% cheaper idea cost
  • Government: -25% autonomy limit
  • Technology: 5% cheaper tech cost
  • Culture: Cultural Union for all Chinese Culture
Each one of these reforms costs 100 thought. There are ways to gain thought. First, it is to conquer provinces within China proper. Total development of China proper provinces determine thought production. This production should take around several decades per reform, if the nation is passive. Taking china proper provinces instantly gives 8 thought. Second, pay monarch points for thought. All three monarch points can be converted. It should not be too costly. For example, 25 admin, 200 diplo, and 75 mil would be equivalent to 30 thought. Third, higher religious unity gives more thought production by percentage. For example, 100% religious unity would give 20% boost to thought gain. This should give small nations a small advantage. Lastly, events should have an impact.

There are ways to reduce thought. Occupied provinces stop its thought production. Every disaster that succeeds removes a reform. War exhaustion reduce thought production. Lastly, events may reduce thought production or destroy a reform.

Chinese states with an advantage: Ming should have Naval, Army and Culture(moderately old nation). Qing should have 200 thought once formed.
