Well an easy fix for that is making them a lucky nation to Qing is formed. They still have the penalty from mandte of heaven. When Qing form, they become a lucky nation.
Other solution is making them lucky nations for a period of time. Make them a lucky nation to 1600.
This will never happen. You're essentially asking the developers to create another specialized mechanic that doesn't exist. It isn't worth the effort and doesn't add anything valuable to the game.

And then, Ming fight with Shun, Xi these rebels. In 1644, Shun dynasty occupied Beijing, Ming died. In the same year, a Han Chinese traitor/Wu Sangui open the Shan hai pass of the Great Wall let Manchu troops in.......Ming gets plenty of love. Did you not just see that they are, yet again, getting more attention? They have tons of unique DHEs. Lucky status? Umm...as was said before...Ming was the epitome of unlucky. Manchu didn't found the Qing dynasty out of pure strength and power. If any nation in Asia should get a lucky modifier, it is Manchu. That would require a start date after 1444. Qing shouldn't get lucky since they didn't fare well either.
I didn't know this myself, but what Golladan is saying is if a nation is picked as lucky, it doesn't lose that status by 1700. So, if you started in 1444, Portugal doesn't lose its lucky status in 1700. It just means that if you start after 1700, Portugal will not be lucky.What about the wiki it says netherlands becomes one if they are formed
