Played new game as Russia.
By 1600 started my first war with Ming. By that time Ming has adopted nearly all reforms, except last one.
Due to being my neighbour Ming constantly has 0 Mandate.
I've won 4 wars with Ming already, taken a huge chunk of their territory, freed several nations...
Now they have ~900 development left.
And they still have +2 Stability, I've seen only 1 (one!) rebellion. Where are promised events that fire with 0 Mandate?

I played a game as Manchu and in my opinion they are less stable as before. After I beat them very hard in two times and Mandate dropped to 0, pretty fast they all tributaries canceled the tributary, Ming tried to get them back and I saw a lot of rebellions.

But I'm curious what happens with Ming if I have zero influence on them. It would be nice if they collapse than also sometimes.
