What hordes received were fixes to a wide range of exploits and cheese that were mostly never supposed to be there to begin with. Now that horde gameplay is no longer completely defined by gamey stuff that the AI can't do, we can actually work on their *real* mechanics. This is a process that has happened to a number of features in EU4 over the course of its development (for example, vassals and vassal feeding).
Or you know, we hate hordes and nerf them out of spite because that is absolutely how a game designer approaches mechanics in his own game.
I wasn't trying to say you did it out of spite or anything, and for the most part, though I don't always
agree with your decisions, I do understand your reasoning. But at the time,
from the players' perspective, there seemed little reason for the nerfs (or fixes if you prefer

), and little explanation was forthcoming from the devs. In particular, the change to recruiting units from foreign cores, which had been a part of the game since release, and offered a unique, enjoyable, and yet not disproportionately powerful gameplay style, was suddenly and without warning declared an "exploit", without anything being introduced to replace it, or any detailed explanation of why it was exploitative - or indeed, if it was so exploitative, why had it been functioning the way it did for so long. When combined with other nerfs to the hordes, such as changes to their events, and, IIRC, the requirements for reforming, that had occurred recently, and then the subsequent looting changes, this
gave the impression that someone in the dev team really had it in for hordes - I'm not saying that you, or one of your colleagues, actually
did want to nerf them into the ground, but that that was the impression that many people got from the changes made to the game and the very limited explanation given for those changes.
(I'm not asking for you to explain it now - in hindsight, and after reading various posts of your on other matters, I do see why, from your perspective, especially with respect to the AI, you considered it to be an exploit - I'm just trying to explain how it was seen at the time and where the whole "hordes getting nerfed again" thing came from. And yeah, I do agree its use is getting tiresome.)
I think much of the backlash regarding things like that was a matter of communication, and from my perspective at least, things have improved significantly since then. In particular, I greatly appreciate the time you've taken to respond to questions and misunderstandings about CS over the last few days, especially as I imagine this is quite a busy time for you, and the fact that there were very few "last minute surprises" cropping up in the patch notes - the topic of this thread being the only notable thing we hadn't heard about before, either in dev diaries or in your other posts (thus allowing both us to give feedback on proposed changes, and you to explain them before they hit the game).
