The Dynasties of China had long rivalries with the Mongolian tribes of the north. To stop the mongol invasion, these dynasties had 3 options. First, to please the tribal leaders. Second, launch a campaign. Third, erect massive fortresses and stay on the defensive. As the course of history plays out, the last Han Dynasty, the Ming Dynasty built lines of fortresses upon old defensive lines against the Mongol tribes of the north after the Tumu Crisis. This is not to mention the forts of the previous eras.
After seeing gameplay of Common Sense, I've noticed that China itself had quite the low number of forts. Therefore I suggest Ming to have at least twice the amount of forts. One might say it is unbalanced, but this was correct historically. In addition, Ming SHOULD NOT be so frail against rebels and implode. Ming could have lasted another hundred years if Jianzhou had not invaded.
