I'm a brand new player, so as a beginner I tried playing out the tutorials. I have Crusader Kings II and all the DLC from Steam (bought it as a bundle).

In the military tutorial I am trying to put forces on the boat. In the tutorial it say to click my army, and press the new button. Doing so causes the popup but then it closes right away. I am unable to do anything with that second screen because it pops up and closes so quickly. So I am unable to continue with the tutorial (at least that section of it).

Not a Tech Support issue so moved to main forum. I think you're doing it wrong, but if it is determined to be a bug please post in Bug reports. Generally speaking you move the boat into the sea next to the unit, and then order the unit to move into that sea area.

I have replayed the tutorial section a few times and have run into the same problem you mentioned here. the tab instantly closes when you try to move a unit, before you actually click to move the unit to the new army. the game probably thinks you split the army in two before you have a chance to actually do so.
I reloaded the tutorial section and the problem didn't appear in my 2nd and 3rd attempt.
I suggest you try again and hope it doesn't happen again.

If nothing helps, just start a game as Duke William of Normandy in the Stamford Bridge scenario. You start with a large army you have to load into ships to invade England. just mess around a bit, fight one of the armies in England, capture a few holdings, combine and then split the army into multiple smaller armies. it will teach you what you missed in the tutorial.
