Not totally sure where to put this but: there's an aristocratic event (Military Treatise) that gives you the choice between 50 mil points & 10 nobility (or equivalent) loyalty, or 1% professionalism. But you can spend 50 mil points to get a general and 1% professionalism - so even if you did want professionalism, picking the first option would net you 10 loyalty and a free general. I'd suggest that the second option be improved to 2.5% professionalism or something like that.
