Hi,

playing as a Germanic tribe from
woodlands I have a bonus on archers.
With experience I can also boost chariots and archery.
Yet, my army never fields any of those since the patch that hard coded army contingents to be tied to culture. (Before you could force your chiefs to field certain types of units that are available to you, ressourcewise.)

I would really like some more freedom to influence the setup, because right now all the possible bonuses are for naught.

Supposedly you should be able to influence your levy composition by cultures and types of POPs.

Each culture has a percentage of levies or levy template. By integrating more cultures, the levies should incorporate the type of units from those pops integrated culture levy template. Tribesmen and freemen low class (LI and archers) while Citizens and nobles high class units (cavalry, HI and chariots) depending on the levy template.

You can read the levy template in the culture tab.

But It may not be working as intended.

but this might be very hard, when all your close neighbors are Germanic, too.
There seems to be nobody knowing how to shoot an arrow, even though many tribes live in woods with a + percentage on archery.

Sure,
but it still seems like a waste to choose a migratory tribe to then not use migration to full extent, because you have to centralize as fast as possible to make use of your cultural boni.

At least one should be able to influence the tribal chiefs retinue (within the boundaries of culture and heritage). I really loved, how you could decide on which three unit types you wanted to lay your focus, before.

Migratory Tribes are designed for you to move to a new homeland where you will centralize and reform. German Tribes wanted to move into the Po Valley. It took Marius and his reforms to defeat them.

But that said Cultural Bonuses not reflected in levies is absurd.

Germanic tribes aren't alone in this problem, the tribes in Britannia and Britanny both also have no archers in their cultural retinues. Playing as migratory tribes is kind of weird, since unless you want to roleplay or do the Brennus achievement you really want to just pack up and leave and go south and then immediately settle and civilize in better land, since it takes a long time for a Germanic tribe to civilize with their starting negative centralization. You can only get Italic and Punic group traditions from the Barbarian traditions trees though, sorry Boihaemia->Galatia.
