Can they be upgraded? Or do they not need to be? I mean you can't move them to a base after all.

They can be upgraded. There is an upgrade button if you click on a station. They get upgraded in place if you have the minerals. Never tried to put afterburners on one. Doesn't make sense since stations can't move and have no evasion.
Yes, they can be equipped with Afterburners - I added some once just to see if it would let me. Why you would want to do it is beyond me though.
