Military production quirk?

I'm playing as Russia, it's 1899 or thereabouts. I'm under my army cap, I'm producing small arms in a number of factories, I'm over-producing for my national needs and exporting the excess, and there's an excess of supply on the global market.

I started to build eight infantry regiments, they are all "stuck" on 0/10 small arms, and the 0/10 hasn't changed for weeks.

What gives?

Weird, I cancelled the unit production run, created it again, and the started to be built just fine.
