Perceived Problem:
Every country start the game with a standing army, which are linked to their manpower pool. This is a form of military organization that is better suited to the latter parts of the game, and it doesn't suit some countries at all. Since warfare is such a huge part of this game, I think the limited variety in how to organize your army limits the playing experience.

Possible Solution:
Introduce Military Organization Forms that governs how you raise and maintain your army. They would be linked to your Government Form and more advanced Military Organizations could also be unlocked with Military Tech.

Examples:
First of all, I'm no expert in this field, so feel free to give better suggestions. Also, I will add more examples when time allows, but anyone are welcome to add examples.


Noble Army (available for feudal monarchies)
Similar to the system in CK2. Recruitment of regiments is fast and cheap, but keeping them raised for long times can cause increased Local Autonomy and War Exhaustion. Typically, you recruit them when needed and then dismiss them. The LA of a province, as well as Stability and WE, governs how many regiments you can recruit from it. The army is refilled from the manpower pool of the home province. You can recruit Mercenaries and keep as a standing army, but their maintenance cost increses for each merc-regiment you have. You have a bonus to Army Tradition.
