There are some institutions that benefited greatly from pre-WW2 experienced personnel.
The USMC, for example.

USMC had what, less then 500,000 men who served total during WW2? Compare that to 16 million who served in US armed forces, not to mention Germany with its 20+ million or USSR with 34+ million men

Not impossible, depending on whether you allow the player to change the model or not. Balancing and the research on which system gives which benefit would be time consuming.

Basically it could be implemented by a set of variables for each country.
For example:
Replacement Manpower :

Germany :

+25% Time needed to Replace Manpower (due to all newcommers to a Unit spending a couple of weeks in the rear with the divisional training/induction unit before going to the Frontline)
-15% Org loss due to Replacements knowing 'the Ropes'

USA:

-25% Time needed to Replace Manpower (due to all newcommers went straight to the Frontline)
+15% Org loss due to Replacements having to 'learn on-the-job'

Please note that these numbers are arbitrary and are only to demonstrate the principle.
