Military control over US as UK? What do I need to edit and how?

Like it says on the tin.....

Useless AI decisions mean I'd like to get military control over the US once they are allied - but their greater IC stops me. There must be some sort of edit I can do to change this, but I'm no modder so would need it explained in idiot's terms.

Any help greatly appreciated.

Have you tried 'acceptall' cheat?

Press F12, opens box, type acceptall, use diplomacy to take control, type acceptall again (to turn it off) and press F12 to close box.
