Military control of puppets

There is any way to have military control of a puppet? Haiti is my puppet, but I don't know how to have its military control. I think that if it's possible to have military control of an ally there must be a way to have military control of a puppet, but probably I'm wrong... do you know something about this?

You are right on the second bit, even if Haiti is your puppet, you need to be allies to obtain military control.
