Military access does not have alliance with said country as a prerequisite? The very idea violates the concept of neutrality.

You are absolutely right. Unfortunately it doesnt work like this in HOI, where the AI is willing to grant MA to just about everyone :( .

The only thing that stops it from being a gamebreaker is that the AI doesn't know how to use it for sneak attacks as some humans do. Usually it only causes me problems when the Soviets f.i. manage to move troops in or out of a pocket in the Balkans or the Caucasus through Turkey (The Soviets get MA from Turkey in about 9 games out of ten, as does France, and the Turks are in the Axis in the tenth game ;) ). IRL this would have led to some serious diplomatic discussions ending in a German DOW on Turkey or a refusal by the Turks to allow more Soviet troops on their territory.

I would have liked to see MA restricted to overland passage, and not attack. This was in itself very rare already IRL (IIRC only Sweden allowed German troops to move on her territory from Norway to Finland and for transport to Germany) but it would prevent exploits. Either that, or a massive increase in cost to 10 or 15 DI which would effectively stop the AI from getting it.
