They are probably exiled. You can tell by a blacked out envelope on their unit icon thing.
After I got over my sense of violation, I decided these guys might have been fleeing the battlefield... although I can't guess who in S. Central Asia could have kicked their tails. They just scooted across my Ottoman empire from what's left of Kurdistan into Hungary and disappeared into the mists of history. Sorry I don't know what other info would be helpful.
What nation you're playing as might have been something of a start. Ottomans, it seems. So that rules out the HRE explanation.
Screenshots are always best in such circumstances. You can use an image hosting site like Imgur. Upload the image there and it then provides you with a ready-made link, with Forum IMG tags, which you can paste into any post to show the image in-line, without needing to upload it here.
Anyway it sounds like they were at war, then the war ended leading to them being Exiled. Exiled troops are allowed to walk back to their own territory through any other territory, without asking for Military Access (MA).
You can tell they're exiled by the little black flag that appears on their stack/unit picture.
