It seems that military access is now too easy to obtain, with AI countries granting it left and right...

Yesterday we had an absurd example of this in an MP game. SU obtained military access thru Poland (who were neutral) and procedeed to dow Germany.. After that, Germany obtained military access to Poland as well... Then Germany moved forces to Poland, but soviets were already there, the result : heavy fighting between german and soviet forces ...in neutral Poland...

This is obviously absurd... Military access should be limited to those countries one is allied with or to human players granting it to each other.. I can see no reason in the framework of a normal game of HOI why an AI country should be made to grant military access to a non allied human... This leads to too many exploits (aka attacking from neutral territory)

There are some historical examples of military access being allowed by neutrals:

* Germany transit through Sweden to Finland
* Allied landing rights in the Portuguese Azores
* Allied overflight rights through Eire
* Axis refuelling in Spain

This examples would be covered adequately if access was capped to a limit of one unit at a time. A limit of this kind would stop abuse of the kind that you instance.

In addition, certain countries should be quite hard to persuade. Poland, especially.

Yes, but these are very rare exceptions, and the game makes it a standard tactic. I've had many MP Soviet adventures ramping through various countries to get at Germany before they were ready.
A simple fix would be to make the AI VERY hard to persuade, about as hard as achieving a coup, and Andrew is right to say that historically some countries would be harder than others - I dare say Liechtenstein would go along fairly easily, but Poland was allergic to both Germany and the USSR. Bearing in mind that developer time is a scarce resource, I think simply making the chance of success very small might be an easier fix than having a limit on number of units.
