How is it supposed to work? Is it supposed to be a big use of milpower for important wars or is it supposed to be just by ticking up? Wondering because if you get the provinces of Brandenburg, Prussia and Pommerania you already will be ticking down on militarization. It is a powerful mechanic and government, but isn't it more worth it to use the milpoints on developments in the long run? What are your thoughts about this.

It WILL tick down in singleplayer, as you will be taking lands a bit too fast. Up at the end of the game, you tend to have an overabundance of mil. points, so you can afford to spend it for militarization for difficult wars. At that point you'll have more manpower than you'd ever need, so developing manpower in provinces won't be all that helpful, so militarization will probably be the most effective use of mil at that point, besides ideas/tech.

You get as many passive increases as you can/want and then you buy it as you see fit; unless you stop expanding your own borders at 18 provinces in which case you can maintain 100 at all times. Military points are not hard to come by as Prussia.
