Militarist Faction Approval: Use Naval Coverage instead of Naval Capacity

The current approval bonuses/penalties for used Naval Capacity are quite silly in my opinion.

An Empire can have 100 ships, and if they have 80 Naval Capacity, the Militarist Faction will be happy with you, but if the same empire has 200 Naval Capacity, they will be angry. So having more Naval Capacity is actually bad if you're not using it right this moment. I think it's not good gameplay to penalize players for building up their Naval Capacity ahead of time. Especially when the bonus is only given if you're ABOVE the naval capacity that you have, which is generally not an efficient way of handling Naval Capacity for a large portion of the game.

And I don't think it really makes sense that a faction would look at the Naval Capacity instead of judging whether the fleet is "appropriate" for their empire.

Thankfully, Naval Coverage kind of fulfills exactly that role, since it scales with Empire Size. I think it would make a lot more sense for Militarists to request a decent level of Naval Coverage, a minimum of 50% to not get a penalty and being at 100%+ to get the bonus, or something along those lines.

I think a better way would be the military faction wants to have more fleet strength than your neighbours.
And if you can achieve being stronger with less fleet, more power to you.

The military faction should be all about being the strongest empire.
And perhaps especially a xenophile warrior culture could have a special faction which want you to defeat an empire with more fleets than you.
Really be the honourable warrior race, getting great honour from defeating superior numbers or a tough opponent (like the leviathans are already).

I'd also apply this to the GC Resolution. Being penalized for hiring too many soldiers without building an appropriate number of ships seems... weird.
