As France, I got hit with the "Political Corruption Scandal" random event enough to make most of my pops have 7+ militancy. In many provinces, it is increasing by something like +.07. All provinces in France proper have around 1% revolt risk. I don't know what will happen when/if the liberal revolution fires... but it will be bad. I can't even enact social reforms to help deal with it because I have a Laissez Faire party in power, which I have to keep because otherwise a Free Trade party will get to be in charge, and that would unbalance my budget rather badly. I did allow Free Press in the hopes that the random event that decreases militancy which helped me in my game as Japan would fire, but so far no luck. What can I do?

What form of government do you have? Chances are you still have the Republican(french spelling) party banned, as I believe it starts out that way. Unban any parties that are currently prohibited should be the 1st step.

Have you hovered the mouse over the militancy in the pop window to see what is causing it? The best three ways to get rid of militancy is

1. The party in power has the same ideology as the POP. Gives a huge militancy drop. So I guess you would want to make sure the party in power is the same as the ideology as the majority of your pops. (around -0.3)

2. Station troops in the provinces (can get expensive if you have a lot of provinces). Doesnt matter if you fund the trops though, same effect even at 1200 men. Gives a big militancy drop. (-0.2)

3. Have high plurity as a democracy or low as a dictatorship, as this will decrease or prevent increased militancy. Sadly as a constitutional monarchy this is not possible. (-0.0? Increases in democracy at high levels, +0.0? increases in dictatorship at high levels). Try and get this as high as you can through culture events and industrilising if you are a democracy.

Then the other ways are getting all everyday needs (-0.05), gives a nice drop, luxury goods gives another nice drop (-0.03 ish). Not taxing to high also helps. Then you are looking at your reforms.
