I tried going back a few pages to see if anyone discusses this. I have been playing Prussia and then it turned to Germany.

I'm playing VIP:R I think it is called. I'm pretty damn strong, but I have too much militancy. How do I get it to go down?

I know someone will say lower taxes on poor or something, but can anyone tell me something specific? Like if it is lower taxes, lower it to what amount?

These constant revolts are pretty frustrating due to having to micromanage them constantly.

And I don't think putting divisions around helps enough. I don't have enough divisions (I'm pretty big right now in land).

Hover your mouse pointer over your militant POPs and you'll get a tool-tip telling you if their militancy is increasing or decreasing and what is causing the increase/decrease. Then it'll be easier to know what to do.

This may be the wrong way to go about it, but what i do is go to the ledger periodically and go to the page which lists the pops with their militancy and consciousness.

I sort the page by the highest increase in militancy and then i hover over to see the tooltip and see whats bothering them.
Common problems are:
Not getting everyday goods, this can be resolved in the short term by decreasing tarrifs or taxes and in the long term by makign their province richer.
As consciousness rises they'll also want political and social reforms. Bare in mind that as a lassiez faire economy you can only do the former.
Nationalism, simply wait this will disappear
If you can't solve the root of the problem then reduce taxes. Where as tariffs will only reduce or increase their ability to buy goods, any tax reduction below 33% will reduce militancy at rate of roughly 0.01 per percentage. You'll recover some of this lost income in tariffs, especially with the upper classes who buy more luxury goods.
