Any tips on how to achieve this efficiently?
I know I have to be Emperor to reign in Italy and conquer stuff from Venice, The Papal State and Urbino. I am guessing I have to take dipl Ideas to become HRE, I am right?

Note: I don't have RoM, MoH and TR DLCs.

What you need is good relationship with the electors so they will vote for you - and an appropriate government form. Milan is not really the place you want to be since from one side Ambrosian Republic government form is just too good to pass, from the other side it makes you ineligible from being emperor.....
Oh well. Your choice. If you stay monarchy, the things to watch out for so you have a good chance at being emperor: legitimacy, prestige, diplo rep. All electors value these highly, as well as the plainly obvious good relationship, alliance, royal marriage trinity. If you have the electors voting for you now you just have to wait for the previous emperor to die.
Diplo ideas are ideal choice for HRE members since they give you
  1. a diplomat which is badly needed
  2. improve relations bonus which helps you burn AE off faster
  3. diplo rep which is an all around good thing
  4. and a lot of other things which are all useful in some way or other, especially the -20% warscore bonus.

actually milan is still ok even without that goverment type as emperor because he can devolp his own provinces to power himself even higher.
trouble is agresive expansion because you are small and people gonna hate you :D

if you only want to prevent keep an eye for excommunications and spend all your influence on being the controller so you can be the one excommunicating. Grab all the required land for yourself and add it to the hre. You will have to fight aragon for abruzzi iirc.

No Abruzzi isn't required, that was a bug in 1.20
You need all of the Papal States (-Avignon) and the 3 provinces of Venice

Excommunication doesn't help too much since the Pope won't be excommunicated and I haven't seen Venice either
Typical targets of Excommunication are Aragon, Provence, Florence, Ferrera and sometimes France

Start by allying florence / ferrara, dont rival the pope, leave only rome alive, give them to FF, wait for the excomm/do it yourself, backstab and get all the stuff, alternatively vassalize rome and reconquest the stuff. Even ally the pope if possible so they cant declare war at the same time you do.

You need abruzzi to prevent (as opposed to stop), prevention means make it impossible for the event to launch, by holding a different set of provinces than those needed for the decision.

You mean ally Florence or Ferrara and feed it the papal lands except Rome. The Pope will excommunicate Florence or Ferrara and then I conquer them? Doesn't that give me tons of AE and the Pope hates me afterwords?

Those are the two ways to stop the shadow kingdom, for the first you need to be emperor, for the second you do not (you make sure the conditions cant be met). Id swear it used to include abruzzi a few weeks ago but the text currently doesnt say so, so nevermind.

The conquering will but afaik you dont get ae from allies only subjects, and they pay with their own diplo and stuff, your mileage may vary. If you ally the pope before conquering he will not be able to hate you so long you keep good relations. You can also vassalize him and reconquest for even less ae if you dont mind holding the papal malus for a while, when you are done adding rome to the hre just use 10 prestige to return the city (and if you are emperor you can save rome for last -> destroy the castle btw, future wars will be one sided).

If you keep badboy down then the pope wont hate you too much "was at war" is only -25. You can fab claims on all of venice which will be added to the excomm list if you are lucky to get it, dont let the pope ally venice you want bad relations with your targets.

If you get ae from allies you can:
* Avoid joining wars as ally but still declare on the pope to wipe his armies, return cores, leave him bankrupt and cancel his alliances.
* Or you can wait to be called in and make sure you switch possession of cities to those with claims so they snatch them, you can then take one of the further away provinces every war and get closer to your objective.
* Or you can declare and switch possession to your allies and wait for them to separate peace, then retake the land and switch to your other ally, and so on until everythings gone. End by releasing urbino (you will diplo vassalize this, 0 ae), and possibly taking rome brielfy -i dont recall the ae, 30?, then you can destroy the castle so they lose every other war that follows.

Get influence and aim for curia controller since thats a lot of AE reduction stacking. Its not like you have to fully annex italy, you only need the provinces not already in the hre.

what would I advice is becoming republic for starting :D But pick same young ruler all the time and by doing this have 6/6/6 king by breaking republic :) Will boost you a lot compared to other countries :)

I first try to get the Reign in Italy deciscion and If I am not able to make it I will try your strategy. thx

Ferrara only wanted one province from the pope and AE makes it very very hard to conquer in time.

In those 15 years I can take what I want but will the AE cool down after the 15 years or will I face a world wide coalition after that?
AE won't tick down unless you do nothing during that time. You can do so if you choose, or use the 15 years to know the coalition members can't rejoin a coalition, thus using it as a chance to grow strong enough that the coalition can't do anything to stop you. The path chosen is up to you. Just beware that once the truce ends those members can just form a new coalition, so you'd better either have let their AE tick down to <49 or be strong enough to kick them and their friends to the moon.

Hard choice. I need 9 provinces plus another two or more to reach the papal state and I have only 136 years for it. The amount of AE, manpower and randomness with my enemies allies gives me headaches. Did anyone of you achieve this goal?
Offer tribute, give around 500-1200 ducats in the peace deal (100% warscore), get a 15-year truce.
And I will have a truce with countries I need to conquer...

No Abruzzi isn't required, that was a bug in 1.20
You need all of the Papal States (-Avignon) and the 3 provinces of Venice

Excommunication doesn't help too much since the Pope won't be excommunicated and I haven't seen Venice either
Typical targets of Excommunication are Aragon, Provence, Florence, Ferrera and sometimes France

Would recommend Diplo for anyone in the HRE as first idea, It beats Influence due to the extra Diplomat (you are locked at duchy) and breaking RM without stab loss

Diplomacy first depends on your goals. I prefer not babysit her, instead vassal expand, but many ways to play.
