Why does Mil increase? I'm playing as the US.

Because you are democracy. Every time they party they did not vote for wins the election they get a MIL increase scaled accoring to Pluarity (1 at 0 pluarity and 0 at 100 pluiarity). As your pluarity increases this will get less and less of a problem.

Capitalists con't care that you can't supply the factory only that the world market can. When the Capitalist made the decision to build the factory there would of been steel available to import. However a shortage of steel will make Capitalists more likely to build steel factories. Sooner or later a Capitalist somewhere will build furntiure. It is just a matter of time.

The AI can never be as good at this than the player. If the AI is not at war it lifts the tax burnded of it's rich and they really start building. However if the UK has been locked in a lot of long brutal wars the capitalists will struggle. If start another game with a UK that doesn't fight as much it can be covered in Railways by 1860.
