I have two big issues with migration rn. I didn't play the game for some time so I don't know if these are new or old. First, Slaves start to migrate, even with other pops in the territory. Slaves ofc don't ever finish this migration with the 0.05 speed, so why does the game even allow them to attempt to migrate? It just blocks the territory from ever having pops migrate again, unless you manually fix it by moving all slaves. Secondly, I would like some information about what decides if and where a pop migrates. Some landlocked pops migrate to my cap, even tho it is not adjacent, while pops in ports sometimes dont migrate at all, even tho my cap has by far the highes migration attraction and a port. I like big cities, but it seems rather impossible to create a megacity now. I gets its not realistic, but come on, the point of a game is to be fun.

That's probably a bug. Slaves aren't supposed to migrate.

Migration attraction value is what drives migration. The difference of the source to the endpoint must be at least 10 so that a pop will target the territory.

Migrations are available for the following:
1. Adjacent territories regardless of ownership
2. Territories of the same province regardless of ownership and adjacency
3. Two port provinces owned by the same empire regardless of adjacency
4. To your capital regardless of adjacency
