Migration treaties only allow one species to grow?

Hi. Not sure if this is working as intended or a bug.

I got a migration treaty and could select them to grow as next pop. Then I got a new migration treaty but now only this new species is selectable to grow. I got one of their pops now and even when I break the treaty the first species is not showing up anymore. I can't colonize anything now cause I need them for it.

Are species from migration treaties supposed to be only sporadically available to grow on your planets or is this a bug? My home world is relic with 80 habitability for them.

to be fair migration treaties are more meant for you to colonize worlds in your space that your main species normally couldn't, as it gives you access to a colony ship choice of that species

That's why I got them. But you can't build a colony ship with them as long as there is no pop of them on your existing planets.

I colonized a bad planet and then other species started to show up. I just leave the one sad pop of my own there or resettle it later.

But is it normal that some species disappear and don't grow? Emigration of treaty partners is fluctuating?
