Especially playing as a major, unemployement can reach ridicoulous high numbers. This is probably made even worse by combining laws and institutions ehreas the ercentage of worforce ratio in pops can become lategame :
25 base (most pops)
+15 Womans rights
+20 IG Union (10 happiness)
(-)5 Old Age ension
For 55 % in total
Especially that Union bonus has a massive effect but im here to speak about EMIGRATION of your country.

One problem especially American states have, is the lack of population to use in all farms, industries and especially all the juicy Mineral Deposits.
Argentina for exeample has a ton of iron, Chile of Sulpur.
By having "massive" unemployement in your country, you drasticly reduce migration attraction attraction and actually become an exporter of pops to other countries in your market ! By having south America in my market, my core pops are after 5 years already 5% of their avereage population and increasing ! Wich means more people to actually work and produce all the ressources i need !
I see Chile and Argentina starting to finally build (probably also because of the good market prices of a 2billion + GDP)

This would become even better if foreign investment was/will/should have been at least stupidly implemented as now you would be able to provide both capital and labour without having to invade anybody else and become the benign Overloard you were always meant to be...

Of course, the route of "just conquer them all" always exists", but it has its boring sides...

This are my two cent on why one should stop caring about unemployement (at least to an extend).

Labour paticipation rate improves SoL since a labourer is paid like $2 at least but only ~$0.01 for a dependent, and the rate grows to the target very slowly over time but NOT immediately.
