I'm playing as the USA and it's 1876, and my economy is coming along nicely. Capitalists are building lots of factories in New York, Pennsylvania, Ohio, and New England, which is exactly where i want them, since these are the most densely populated regions. However, so many factories are being built that I'm actually starting to run low on workers. California is a possible solution to this, since almost every province of california has a POP of at least 7,000 Craftsmen.
These POPs have been there a while now, and they haven't migrated to the East, and I want to know why. California has no factories, and there are no factories West of Texas, so it's not like there's much opportunity out there. Is there any reason the Craftsmen would not want to leave California?
If any of you have advice for how I could get all these workers to move to New York, Ohio, etc., I'd greatly appreciate it. Keep in mind, I DON'T want to build factories in California. I'd much rather have the workers come East. Is there any way I could do this?
