Migration: Ist habitability a factor?

I'm playing a game as xenophile/fanatic pacifist right now and signed migration treaties with a large number of empires.
Now when I settle a new planet aliens(most of them with the nomadic trait) fill all slots as soon as I build an alien visitor center(maybe that was a mistake).
I would not mind that apart from the fact that it happens way faster than I can build stuff which I suspect makes those pops a net loss from a science point of view .

The aliens also do not seem to care about habitability. Tundra people flock to desert planets with 40% habitability(that's with buildings and techs) for example.
I suspect that happens because those AI empires I have signed treaties with tend to have really unhappy citizens and 40 % happines is AWESOME(I sense a need for suicide booth technology... the purge option for non-collectivists ;) ) for them but I'm not sure.

What the devs said and what I confirm is that it takes Happiness into account. However it might do a poor job of checking/simulating that happiness for specific cases.
It might jsut take the average already on the planet, not considering the effects of Xenophobia, Repugnancy and Habitability at the target site.

I have some hopes that 1.5 will allow for more detailed checks so migration becomes more sensical.
In particular migration could then be based on species rights and Happienss be simulated better thanks to Ethocs/Faction/Happiness rework.

From what I've seen, whether a pop migrates to a world or not is based on three things:

1. amount of pop free tiles
2. any migration attraction bonuses.
3. Their happiness vs. avg. happiness of the pops living there.

#3 is probably what makes it particularly severe in your case, because as a pacifist, your pacifist pops are naturally happier than most, so that attracts pops to your planets even though said planet is in no ways ideal for them. The only check for Habitability, it seems, is if the pop could live there in the first place (i.e. at least 40%)

Then again, once has pops migrate to a tomb world that I had colonized with an uplifited species with Irradiated trait, because all the pops there had 75-80% happiness thanks to the bonus uplifited pops get living in the empire that uplifted them.

I did not have the tech that made Tomb Worlds habitable to pops that didn't have Irradiated.
