Migration is broken. You might want to disable it.

I don't think it should be uncapped because having several pops grow a month on a singular planet
Only one pop may grow/assemble/decline a month at most via the planetary growth system (there is an exception for crises as of a recent patch which can kill 2 pops a month, as their old purge speed was literally so slow you could out-grow the pop loss lol, but this is likely handled via some special purge script, rather than via the usual method).

On the face of it it seems like an OK system but it's got some dodgy problems. For example, despite the recent changes to purge speeds, this 1-death a month system still means that purge methods like neutering are largely useless on any world with multiple different types of purges going on - e.g. extermination & neutering. as the game will always elect to decline the pop that has the highest speed attached to it (from what I can tell) - so if there are 10 exterminating pops and 10 neutering pops, it'll purge the 10 exterminations first and then It'll purge the 10 neutering pops. This means you can forget about using anything beyond Extermination & maybe things like forced labour.

In short, the serial pop-process the game uses* actively harms "purge variety". So its not just migration that's not working as intended; the deeper you go, the more problems you find with how growth touches other parts of the game.

* no doubt an optimisation choice made with 2.0's inflated pop-count, as prior to that, multiple pops could grow on a world simultaneously at different speeds.
