Migration controls do not prevent migration growth modifier?

As you can see here, Migration controls are enabled but these punks still move between planets without the Empress' consent.

I think Migration is not Emigration o.o.
Migration is about your "already finished pop" can move between planets in your empire, or other empires with migration treaty.
Emigration is about "growing pop", a bonus to pop growth speed.
