Hello,
I have two questions regarding POP migration between my own states/provinces and claiming colonies.

1. Migration:
In my current Grand Campaign with Chile I have factories in the state of Santiago. I've already converted most of the farmer and labourer POPs in this state to craftsmen or clerks to work in the factories. Now I need to get additional workers from other states. Thus I converted a farmer POP in a neighbouring state to craftsmen. I read all the migration guides in the Wiki; so in the neighbouring state there is no factory at all and in Santiago there are free factory slots. The newly converted craftsmen have no cash reserves. The problem is I can't get their everyday needs below 40 to 50% so they won't start migrating to Santiago. Due to the liberal party in power I can't raise their taxes above 50%. I tried to minimise my export income but it is not enough to lower spendings on everyday needs.

What can I do to make them start migrating? Get another party to power to be able to raise more taxes on them? Something else?

I don't understand how they can afford to buy anything in the first place. They have no income, do they? Or do they work nevertheless although they are displayed as unemployed by the game and this is taking place "behind the scenes"?

2. Claiming colonies
I asked this in another thread before so it might have been overlooked:
I started building colonial buildings in the states east of my homeland (south of Argentina). As you know Argentina has colonial buildings in each state there. What I did not know was that apperantly it is not possible to build more than one colonial building per province. This leads to a deadlock situation with those potential colonies.

What possibilities do I have to colonise those states apart from buying the claims from Argentina which I can't afford because it is very expensive?
Can I take the Argentine-claimed provinces with military force and then colonise them?
I already found out that it is not enough to simply move some divisons into the state/province which has Argentine buildings in it. My divisions even were in the same province with an Argentine division but nothing happened.
Do I have to DoW Argentina to be able to take their colonial buildings from them?

I'm playing Revolutions btw.

Have you tried hitting them with tariffs?

Yes. I think a colonial war would work fine, but it may go on forever considering you wouldn't be able to invade Argentina itself, and if you took all their claims, claimed the colony, and made it a state, they couldn't invade you. You could go for a full war in any case. After that, just put your troops on their colonies for a day and they'll be your's.

I can't raise much tariffs either due to the liberals in power. I think the only solution will be to get a different ruling party which allows to raise more taxes/tariffs? And therefor I would need full voting rights I suppose, or actually I'm not sure how I can manipulate my POP to vote the party I need...

I can only declare regular war on Argentina because neither them nor me have a real colony yet, only claims on single provinces.
