Stellaris rewards micromanagement. Two concepts make this possible. (1) Leaders teleport instantly to their new destination (regardless of what the game says). (2) Food, mineral, energy and influence production are calculated on the 1st of the month, while science production is calculated on the 2nd of the month.
(1) Leaders:
if you have a leader you want to level up, teleport them to the experience-producing event just prior to receiving experience. Move your favorite governor to each planet just before its completes a building. Stagger your completion dates, so that the same governor can grab all the experience. If you get an experience reward as a result of an anomaly, before accepting the experience, change the scientist on the ship to the scientist you want to give experience to, then change back after getting the experience.
When you build anything on a planet tile, teleport your -10% building cost leader to the planet first. If you remove a tile blocker, teleport the governor with the best discount to the planet beforehand.
If you have extra science ships, move empty science ships to orbit in uncharted systems, ready to accept a leader and start surveying once another system has been surveyed.
(2) Science production:
On the first of the month, deactivate Information Quarantine and activate Encourage Free thought and with your choice of Research Grants. On the second of the month, deactivate Encourage Free Thought and Research Grants, along with activating Information Quarantine if desired.
For extreme micromanagement which gives extreme rewards: On the first of the month, activate science buildings and move your pop to science producing tiles. On the second of the month, deactivate science buildings and move your pops to tiles that produce something other than science. Your pops do double duty, but you will probably only want to do this at the beginning of the game as it is very time-consuming.
These strategies are ironman compatible and only practical in single player. Changing auto-save to monthly is very helpful.
