Is this in any way historically accurate? or is it simply an error in the set-up of the scenario?
I don't think anyone has looked at the 1880 POP files very closely since Victoria 1.0.
When first released, most countries in all scenarios were given extra clerk POPs to represent people like govt employees, white collar workers etc.
But that was five years ago and alot has changed with the game mechanics of Victoria. Since the vast majority (90%+) of players play the GC, with 1914 the second most popular scenario, the 1880 and 1861 scenarios have pretty much been ignored in patches and by modders. Plenty of fertile ground for reworking by player interested in doing something new in modding.
