Thank you very much. A protectorate over Dai Nam is definately desireable, but hard to achieve. It has a big army and many allies.

I have never become GP so fast, so I'm very amazed myself :) It really is frustrating, you will see soon.
For now everything is quiet on the GP front. They are more occupied in Europe and America for now. Hope it will stay that way.

Selzro, I'm very happy you visited my AAR :) Thanks for your encouragement. I've noticed that I tend to think my actions through a lot more when there is an audience looking over my shoulder. Hawaii is already civilized so a protectorate is off the table. I tried to sphere it but USA is constantly expelling my embassadors. At least Hawaii has not applied for statehood yet and Russia, Spain and NZ are already colonizing the pacific.

Thank you! Yeah the mapmodes... I like the diplomatic mode the most, seeing all the the cores. It is really intimidating with Krakow to see what you have to acquire to create Poland. Or India. Or... but I digress. Prior to this game I had numerous failed attempts with other countries like Serbia and Egypt so I'm not really smarter than you ;)

Chapter Four - Moore room for Maori (1866 - 1876)

As the year 1866 began, there were nervous debates all throughout the NZA Marines headquarters. Neither Dai Nam nor Luang Prabang agreed to let Maori troops cross their territory. The Siamese government had already retreated to Pakche and refused to accept a New Zealandic administration. It was hoped that their will could be broken by occupying the country for long enough. Sadly to say, the generals were dead wrong.

Riots broke out on the streets of Bangkok. People were rising up in masses, not only against the occupying forces, but against every kind of authority. The king and many of his followers had abandoned the capital weeks ago. Reactionary rebel forces were joined by marauders and criminals - nobody was safe from the angry mobs that roamed the capital and spread into the surrounding country. New Zealands intervention forces had, in fact, stirred up a hornet's nest. The occupation failed its purpose completely by turning the continuous unrests into a full blown civil war.

A proposition from the Royal Geographic Society, concerning the subvention of expeditions, had been returned with rude words. There was barely enough money to support the fighting army. The government had more important concerns as Africa and especially the Nile were far away. The situation in Asia demanded New Zealands undivided attention.

To put it exactly: the situation demanded a decision. One and a half year of occupation and severe casualties had left the Marines exhausted. Pakche was infinitely far away, only reachable through risking more war. Ultimately the war goals had to be revised. New Zealand gained control over all land-locked Siamese provinces in the Luang Prabang Region (including Pakche) whereas the coastal provinces of the country remained self governed. () The mountainous provinces were distant from the capital and the least devastated ones. Maori officers recruited locals for duty as colonial guard troops. This was done with no further difficulties as the Maori administration granted generous pays for guarding their colonies.
Although technically a victory, there were no smiling faces when the steamer group departed from the Siamese coast to bring the exhausted marines back to their base in Brunei. With heavy hearts they left behind a country in deep regression and violence.

On the international stage there was much criticism towards New Zealands inaptness to deal with those uncivilized South East Asian countries. Its prestige, earned by liberal spirit and open mindedness, took a severe hit. Newspapers published the infamous 'Siamese Affair' throughout the world.
For the first time in New Zealands young history the streams of immigrants vanished.

No more ships were sailing to the southern end of the world. Some citizens even felt ashamed and left the country for America. The proud Maori nation was not a Great Power anymore.

During the war a new kind of liberal movement emerged in Wellington and Auckland.

Public meetings were held on numerous occasions and slogans about the equality of people spread throughout the country. The concept of 'Full Citizenship' fell on fertile grounds as half of Siam came under control of New Zealand after the war had ended. The Maori Union now consisted of New Zealand, Brunei and Siamese Luang Prabang. More and more people applied for a regular citizenship.

These calls were heard and soon those Anarcho Liberal principles were adopted by the administration. The promise of full citizenship lead many people to embrace the conventions of their rulers and accelerated the assimilation process. To encourage assimilation even more, an example was stated in the colonial areas of North Island. For its formidable management and the peaceful coexistence of its inhabitants under Maori guidelines, the former colony was rewarded with the rights of statehood. Every other colonial region would have the opportunity to achieve the same.

With the year 1870 the era of colonization began. Maori settlers set foot on unclaimed territory in New Zealand proximity to make new resources accessible and expand the borders. Various lands around the pacific found their way into the Maori Union.

Above all this New Zealand still had no industry, even the zero taxation and free trade policy did not succede in the construction of factories on home soil. The railways were behind european standards and quite a few people in the parliament began to demand for the government to finally take action and nationalize the industry.

Good news came from Muraleve: gold in extraordinary quality as well as quantity had been found there. And even more was to be expected.

New Zealands star slowly began to rise again. Then, the nations attention went back to Siam. Five years had passed since the peace treaty was signed and the picture of Navy steamers departing a burning Siam coast had been a stain on New Zealands commemoration ever since. Now that all of Siam were coastal provinces, a second attempt to finally pacify the region seemed to be in order.

Indeed, it was high time. New Zealandic advances were met with next to none resistance. Years of civil war had brought the country on the verge of destruction. Local warlords fought the invaders with outdated or even ancient weaponry and were quickly overwhelmed. Bangkok was reached in no time and after a summer of occupation a peace treaty was signed in fall 1875 that brought actual peace to the shattered region.

Over a decade after its beginnings the Siamese affair could finally be concluded.

All in all the nation was able to benefit greatly from the newly gained colonies. The treasury recovered from the war times low and reached new records. The taxes could be lowered and more social expenses could be made. Eventually the streams of immigrants began to pour to our nation again. New Zealand rose to be a Great Power again.

To celebrate the 'Victory in Siam'* and the successful colonisations so far, four new vessels for the NZ Navy were commissioned

* The newspapers and official documents refrained from calling the protectorate a 'Victory OVER Siam' since it was established for the benefit of all Siamese people in the first place. It was imperative to not give the impression of a military conquest.

Excellent progress. I am guessing protracted wars with larger powers are probably still out of the question due to manpower issues? I am noticing several blobs of Dutch orange that I feel should be Kiwi green!

Ouch, that Siamese adventure must have hurt a bit. But I am glad that you could bring it to succesful end eventually and create a modest colonial empire as well. So what are your next plans now? Do you feel confident enough to challenge a European nation already? Portugal maybe - unless it is sphered by the UK.

Exactly, the Maori forces are growing, but still no match for most European armies. The Maori embassador in Amsterdam reported ongoing bad relations between them and France. Maybe we should have a word with Paris :)

I believe that immigrants are attracted by certain aspects like democracy and social reforms. But why New Zealand was able to surpass even the US at times is beyond me. Since chapter 4 most immigrants go to South America and ... Hawai. Still a good chunk of them prefers New Zealand after all.

Planning a move is quite difficult since half europe is wired together in alliances. A circumstance that my matches with Greece and Serbia fell victim to multiple times. I definately have to learn more about diplomacy.

Chapter Five - Modest Maori Mercantilism (1876 - 1886)

After the turbulent last years many people in New Zealand were hoping for a long lasting peace. Now the military had to be reinforced so it would be able to guard all of administered territory. Another war in short time was out of the question. After all, the two primary plans of the Ministry of Defense had been fulfilled: Brunei was thriving under Maori rule for years now and Siam, the biggest trouble spot in the western Pacific was finally pacified. This huge success of national interest fueled the patriotism. National pride spread from Wellington to Guinea and further to Bangkok, more and more people felt themselves as New Zealanders because they were treated likewise and given the opportunity to acquire citizenship. Once a remote shelter for help seeking immigrants, the Maori Islands had grown into a fully self-reliant nation. On April 2nd 1876 a referendum celebrated the national cause and pledged to defend it regardless of the costs.

Shortly after a new realm was added to its colonial possessions: the exotic isles of Fiji!
In spite of the ongoing successful colonization, voices became loud that condemned such imperialistic behaviour. Those people urged the government to pay attention to internal problems instead of pure territorial extension.

To the astonishment of many, those critical voices were proven right. Colonies were indeed predestined to waste huge loads of money if administered badly. Transportation of goods between Mainland and colony could sometimes take months and often be lost in case of unfavorable weather conditions. Portugal fell victim to its own greed. Recklessly their African territories had been expanded beyond all measure, more than other european nations they advanced into the dangerous jungles and endless steppes. That is, until now.

Supply lines for such a huge area could not be maintained anymore and opressed native tribes rebelled against their new lords. Almost all of Portuguese Africa was under control of rebels and - eventually - no more money was left in his majesty's treasury.

Meanwhile the Maori Colonial Bureau drew their conclusions from such failure and soon more Pacific islands became a part of New Zealand. The greatest advantage New Zealand had before the european powers was its mainland's proximity to the colonies. Every island was reachable within affordable amounts of time and money and so nothing stood in the way of expanding its open minded adminstration into the paradise that were the Southern Pacific archipelagos.

In mid 1882 a Maori steamer convoy discovered massive military movements around the Spanish Philippines.

French flagged warships patrolled the beaches while artillery and musket fire noises hammered across the settlements. A brief visit aboard the French flagship gave clarity about the situation. French had declared war on Spain to force them under French control after communist rebels toppled their monarchy. Soon after British warships arrived to start their own punitive expedition for gaining control over Spain. Fleeing spanish units seeked shelter on the neutral Maori ships which was granted for the time being. The the admiral learned that a region named 'Catalonia' had declared its autonomy to evade Spains dark destiny. Although New Zealands military was inferior to the Spanish troops it was recognized that an opportunity had opened to free the Philippines from European rule and create a trusty satellite in the region. But misfortune had it that Spain forfeited even before New Zealand had finished to declare a proper casus belli to appease the international stage about their undertaking. Now a satellite of France, the Spanish Philippines were protected far too heavy to even think about an intervention. With grim faces the military high command abandoned their plans for freeing the archipelago and resumed their peace time duty and set the spanish refugees on free foot.

In addition to that the Maori government strived to become allied with France, the biggest enemy of the Dutch.

On February 4th 1878 a large delegation of diplomats arrived in Welligton. The civilized nation of Burma offered a military alliance and intended to establish an ambassy in the city. The parliament was delighted about this act of recognizing New Zealands military might. A web of military alliances was inevitable to guarantee the national security in the future and Burma was an acceptable start. Military parades were held to celebrate the first alliance ever arranged with another country. A few months after that Dai Nam proposed an alliance as well and a triple coalition between Dai Nam, Burma and New Zealand was instantiated.

The concept of full citizenship became a success and over the next years and more colonial areas were granted statehood. Some of them even regarded themselves as native New Zealand territory now.

But one issue still stood unsolved: the industry. Even after almost 50 years of generous economic policies there were no factories to be found. Craftsmen who travelled from far away to New Zealand were disappointed to learn that they had no forseeable future here. Finally the government took action. In 1880 the social democratic wing of the parliament was given one year to implement a large state funded program for building up industry and infrastructure.

More than 54k £ were invested in railroads in the mainland, Brunei and Guinea as well as two factories in the North and South Island. The first New Zealand Development Program was finalized in early 1881 when the liberals were given back the control and Laissez Faire returned. Two years later the first factory of the NZDP opened its gates to Maori craftsmen.

On the other side of the pacific, Maori engineers had worked on a bold plan for quite some time now, which was presented to the public in December 4th 1883: The Panama Canal. New Zealand now was standing at the gates to the Atlantic Ocean - in control of THE most lucrative trade route at that time.

On January 4th 1884 the Maori Expeditionary Forces undertook an adventure to unite all remaining people of Luang Prabangian origin under the Southern Cross Banner.

Fortunately China abandoned their formal ally and after a short period of occupation, Luang Prabang joined the New Zealandic Union.

After the war had ended, the social democrats were given another year to design a second development program. Ambitions had largely increased since the first NZDP and hundreds of miles of railroad were planned all over Guinea, Tonga, Fiji, Siam and New Zealand to finally bring the infrastructure on par with its european pendants. Additionally to that the never ending stream of craftsmen required new factories to be constructed. Especially after oil had been discovered in Brunei, which enabled the Maori to expand into the very young economic field of fuel production.
The second NZDP had cost the nation almost 80% of its treasury, about 95k £, but the government was optimisic to get a formidable revenue out of its investment.

Suprisingly the islands of Hawaii and Icelands grew to be the new Mekkas of immigration. Almost 2/3 of the icelandic citizens were Japanese as of 1883 and their number was still growing. Hawaii followed the Maori example and became a melting pot of nationalities.

What a pity that the French outspeeded New Zealand in the Philippines. But than, your colonization in the Pacific as well as constructing of the Panama Channel are very nice achievements. How is the rest of the world developing? Is there anything else happening besides the already reported bankrupcy of Portugal?

Certainly, but the question is: at what pace? If it takes too much time, Iceland will be Japanized by the end of the game. But I have to apologize a mistake, actually only the Japanese population in Greenland is about 2/3. In Iceland itself there are 1/3 Japanese people. Sorry for the incorrect numbers there.

War with Netherlands will most likely turn to world war instantly because of all the alliances across europe. Not sure who will dominate whom then ;)

Edit: And Hawaii is still independent in 1890. The USA dont seem to care much about its territory.

Yeah thats sad. Spain is so weak right now that even Cuba achieved independency. Hopefully the Philippines take that as an example. The NGF snatched Denmarks mainland from France and Bohemia from Austria. Apart from that Europe has been relatively peaceful recently and Africa is already completely colonized in 1886. Even though an alliance with France could be very useful, a part of me wants to see the German Empire created by the ai.

Half a century had passed since New Zealand had gained its sovereignity from the British empire. Enforced by steady influx of immigrants the nation had grown to encompass the entire South Pacific as well as largely influence the West Pacific up to Indochina. The peacful and fair-minded Maori administration had helped the regions of Brunei, Luang Prabang and Siam to thrive economically and peacefully.
Besides that, an insanely well operating assimilation machinery enlarged the primary British population to almost 800.000 people from a start of merely 250 British farmers. Overall the working population grew from 15.25k to over 1.9M people whereas a 1886 census revealed the total population to exceed even 7.5 Million.

The aspiring nation found its place as 6th most powerful in the world, outshining the old european monarchies of the Netherlands and Austria. Moreover it had befriended Korea and Colombia to establish trading alliances. Especially Koreas iron and coal were of great value for the New Zealandic economy.

Every corner of the world had been colonized by this time, except one small island all alone in the East Pacific: the Easter Island - unreachable for all but one Great Power. That is, as soon as the Maori Naval Base on the Pitcairn Islands would be finished.

Over the course of the following years more and more Pacific archipelagos became Maori core territories and Northern New Guinea was granted statehood. This came at the cost of 20% less average literacy but it was well worth it in the governments eyes. It was the most populated region of the nation, only surpassed by Siamese Pattani which held colonial status. Another success was achieved by the second NZDP (New Zealand Development Program) from 1885. The years after its initiation the industry proved robust enough to persist in a Laissez-Faire economy. In 1889 New Zealands industry reached rank 12 in the international comparison.
History books would describe the 2nd NZDP as just the kickoff the Oceanic capitalists needed. Soon they began to expand the former state-run factories and to commisson new ones. Only Wellingtons paper mill failed to report black numbers and had to be shut down. Nevertheless full employment was achieved, aside from small fluctuations on the Fiji islands.

A new resource was located in Nakhon Si Thammarat in 1888 and New Zealand became the first rubber producing country in the world. Others would follow soon. Also notable: leadership on the world market of tropical wood and top 5 producer of oil/fuel.

On an unrelated note: an interesting development in the immigration sector took place. The sudden influx into Hawaii turned out to be a one timer whereas Iceland and Jodhpur where able to keep up a constant rate of immigration.

Newest (and unexpected) member in the club was Mongolia. The situation in Europe must have been really poor if even a nomad life in the steppes of Central Asia seemed promising. Most of all Spain was in danger of virtually bleeding out.

Sadly Netherlands dominance could still not be touched in the forseeable future, even though there was no shortcoming of occasions. But only the worst could be expected from a country that swallowed Belgium in whole and feasted on its industial potential.

It was early June 1887 when disturbing news reached the Foreign Ministry: all Colombia was in uprising. Rebels of unknown origin had taken control over large parts of the country and heavy fighting in the capital had been reported. The Maori embassy in Bogota was evacuated to the Panama Canal protective zone immediately.

Meanwhile the ambassador reported that Northern Colombia had been turned into the independent Republic of Panama. Owing to neutrality and solid negotiations, the Maori Canal Zone remained entirely unharmed. Regarding the evident instability of the region, New Zealands Army High Command debated over a possible intervention followed by a temporary take-over of Colombian state affairs. The Panama region showed a surprising stability after its secession, so it could be left on its own for the time being. Meanwhile relations to Colombia cooled down after they learned about the occupation debates.
Eventually the military alliance had been cancelled.
