I changed the message settings so that the game would pause and show a pop-up whenever "a nation declares war on another nation." However, it doesn't do so; I still only get notified of wars through the newspaper. Playing as the Philippines, the only time the game paused and showed a pop-up was when the USA went to war with Spain. I suppose this is because I was a dominion of Spain.

My question is, do you need to be allied to other nations, or be in a satellite/dominion relationship with them, in order to be notified of them entering a war with another nation via pop-up? Will you not be able to be notified of nations you have no relations with that are entering wars?
