Instead putting this out as just a suggestion I'd like to make this more about how viable this is and how it could go wrong.
I've been thinking it would be pretty cool to Have an ability to merge two kingdoms. Half of each flag would be spliced together to form the new one. Dynasty could be chosen whenever an heir is born, each with benefits.(Eventually if one side is supported in succession it will be permanent)
The first thing that everyone would immediately say is this is extremely OP, so of course this would have to be very limited.
How it could be limited:
-Base tax must be under X. (To join the HRE its between 25 and 50 so maybe up to 60 or 70 for this)
-Must be same religion group
-Must have alliance for 50 years (Can be more if necessary)
-Must be same or accepted culture (I'm not too sure about this one as it's severely limiting.)
-Must have at least one province bordering each other
-Must have Royal Marriage (This would eliminate republics)
-Must have +190 relation
-Must NOT be vassalized
-Must NOT already be a Merged Kingdom
-Must NOT have fought in the last 60 years ( Can also be changed as necessary)
In times when rebellions would appear, rebels to break away may be common, if they succeed you return to the country you were prior to the merging.
So how realistic is this idea in terms of game balance?
