Merging Formations

I see that its esay to detach a unit from a larger formation eg a Division detached from a Corps. Its just a click of a button.

But what about adding a units eg a newly created such as a vessal to a larger formation there dosnt seem to be a way to do this?

Select two units in the same province and click merge button in the lower left corner.

In playing Britain 1914 and 1933 I have never seen the merge button itemised for single forces only the detech unit button that of course dosnt work for units that have nothing to detach from.

Currently trying to marge tweo submarine units located in the same port and two fighter units sharing a airfield

Are you selecting several units by drawing a box or using the Shift key?
