Clerks are underwhelming in 3.0, especially in light of the limitations on pop growth and the reduced number of building slots, there's no need for "job sinks" in a post 3.0. Simultaneously Administrative Capacity became too simple to avoid or ignore with the introduction of Administrative Offices/Park buildings.

A Clerk job could produce 2 Trade Value and 2 Administrative Capacity, or something in that ballpark. Remove their Amenities production to put some emphasis on Jobs more specialized for Amenities, such as Entertainers and get rid of the Administrative Offices/Parks buildings.

I can not agree on mixing the Clerks with something that fundamental. They would still be so inefficient at producing either resource, I am better off jsut getting the proper building.

That being said, 3.0 Clerks do have a ocassional use - job Sink.
People will migrate or become Criminals, if they are left without a work.
But you need enough population staying to actually upgrade the Capitol building.
So turning on those Clerks is really helpfull at getting people to stay, so you can hit the 10/20/40/80 tresholds.
