Recently I tried playing the Star Trek New Horizons total conversion mod. It demonstrated well an issue that I have had many times before, even in the vanilla game: tons of two-nation alliances. Currently (as far as I know) there is no way to merge two alliances into a federation. However, this would be incredibly useful. First let me describe my problem:

I reached that point in every game where you have discovered enough other empires that you should start to look at forming alliances. So did everyone else. So, we all wandered on over to our closest friend and asked to make our friendship official. But, because everyone formed alliances around the same time, we just ended up with a whole lot of two-nation alliances. Because of the 4-empire requirement for federations, there was no way for me to join together with all of the other nearby countries who liked me. There were several other empires who I and my ally had very positive relationships with. But, since they were already in their own alliances, I could not invite them in. But I couldn't form a federation either because you can only do it once you meet the empire # requirement. This was especially a problem because our circle of friendly empires were surrounded by several other unfriendly militaristic alliances that were more powerful than us space hippies.

So here is my suggestion: There should alliance-alliance diplomacy available. It doesn't have to be very detailed. It could be as simple as modifying the "Form/Join/Invite Federation" button to appear when speaking to other empires who are already in alliances. But, instead of just sending the proposal to the individual empire, it is sent to the alliance as a whole to vote on in the same way that wars are already voted on. The alliance members that vote 'yes' join with their other friends into one giant federation of happiness.

Is that something that could work? Suggestions? Clarifications?
