i want to limit the amount of troops that generals raise during civil war to aid me.. as in most civil wars ive got more then enough troops. and limited cash. the raising of extra troops by generals causes me to go broke fast...
i was told to Change event 9003 in mercs.txt to be limited by army size too to prevent civil war flooding of units.. but im not sure as the best way to go about limiting it. i know i could increase the numbers for wealth all but i want to try something to where the game still does it withouth maken it so the general has to have 100,000,000 weath b4 he does it. try to keep it some what realistic without it being as much of a pain
