It bothered me how little punch a merchant republic can pack dispite the historical importance and income.
Thus a thought an how improve that, without impacting other nations:
Generally speaking merchant rep. own little land thus have only a limited manpower pool, forcelimit and often poor quality. At the same time they have disproportional amount of money. Thus my thought is to give merchant Republics a unique modifier that causes Mercanary companies to only occupy a fraction of the Forcelimit of their actual size (e.g. 50%). This would give these nations a better way to project money into military power. Alternatively give them a diplomatic action to actively request condotierre even when running a deficit while having loans.
