Merchant Republic Rework Ideas!

[Atlantians]

Current ideas:

-Remove 20-province limit.
-States without a +Trade Modifier should have increased state maintenance/autonomy.
-Introduce Estates into Faction Governments, with special Estates for Merchant Republics.

Alternatives:

-Have Provinces without a trade modifier cost more maintenance.
