i thought merchant compete was the same thing as merchant placement. whats the difference?

I wouldn't like to swear 100% but I'm pretty sure merchant compete chance is their chance at staying in the CoT once already there whereas placement chance is their chance to win a place from someone else.

Merchant placement chance is used when you send a merchant to a CoT, which has an empty slot. It is the likehood that your merchant will succeed in taking that slot.

Merchant compete chance is used when:
a: You send a merchant to a full CoT, so that he has to compete with one of the merchants already in there.
b: Somebody else sends a merchant into a CoT you have one or more merchants in, and yours is chosen as the one the newcomer has to compete with.
