After not playing EU4 for some time I find the old pool of individual regiments of mercenaries have been replaced by mini armies. Certainly such mini armies existed, like the 18th Century Freikorps, but the smallest mercenary force I find listed is 34,000 men, there are several more of 44,000.
The largest Freikorpa I can find reference to is 37,000 and that exceptional. Most were much smaller, a few regiments of foot, perhaps a cavalry regiment, maybe even a few guns, more in the range of 1,000 to perhaps 10,000. There has to be some historical evidence.
Currently five or six such mercenary forces would add up to around a quarter of a million mercenaries sitting around waiting for someone to employ them. This is very like the same ridiculous situation I found when Paradox gave me a free play weekend of Imperator . . .
