I have amoeba pacification so I have the big space orcas swimming around my territory which is lovely as always but when they wander near my mercenary enclave they get attacked and recall my rented fleet.
If there's space fauna in a territory where there's an enclave its probably save to assume the owner of the system has pacification so maybe making merc enclaves neutral to them by default would be a smart move :B
