Using V:R 2.01 with VIP 3.03.
Firstly, I'm sorry if this has been discussed before, but I didn't find any threads about it. Secondly, I know I've seen the AI achieve it, or at least enter a civil war between Japan and Tokugawa.
The problem I'm having is that event 12601 (Constitutional Crisis) isn't firing. I get Perry's Mission to Japan (choosing the Accept option), but the proceeding events act as though they've been slept. I tried manually firing 12601, which seems to work (the event fires), but 12602/12603 still don't fire when they're supposed to.
This problem has occurred in three games, one after the other. I know the event chain is slept if you choose to accept the Dutch Letter and its vassalage, but I've always refused it.
Is this normal, and has anyone else seen this behavior? I haven't altered any of the files, so I'm not entirely sure what the problem could be.
